PhonoPaper for video

Hi -- I have been trying to find a way to somehow create audio from a video image... Just like PhonoPaper but using a video file instead of an image.
The PP version I am dreaming of would allow you to "marquee" an area of the frame to limit the scan... You could create audio from something happening in one area of the frame, and then another track from a different part of the frame.
For now I will accomplish it with my phone on a tripod in front of my computer monitor, pointing the camera at a playing video.
